Legislative Updates
In February 2023, the GRC held the second annual legislative breakfast, bringing together legislators and property owners to discuss issues that are important to our industry. We had great dialogue and several key takeaways, which will be communicated to the association over the coming weeks. State Representatives Jill Barry, Steve Weir, Lucy Dathan, Francis Cooly, and Jack Fazzino were in attendance. From the CTAA, Lobbyist John Bailey, Members of our Board of Directors, as well as owners or senior management from Konover Residential, Lexington Properties, Paredim Communities, Jones Street, Trio Properties, Cushman and Wakefield & Winn Residential. Bill Description:
To (1) clarify and enforce protections for licensed group child care homes and licensed family child care homes, (2) prevent landlords from placing restrictions on the operation of licensed group child care homes and licensed family child care homes, and (3) provide certain protections to landlords when their property is utilized by operators of licensed group child care homes and licensed family child care homes.

AN ACT CONCERNING NONCONSENSUAL TOWING.
Bill Description:
To (1) require the Commissioner of Motor Vehicles to consider operating costs of the towing industry when establishing rates and charges for nonconsensual towing, (2) prohibit wreckers from charging for more than twenty miles of towing or transporting, (3) require wreckers to take one or more pictures of a motor vehicle prior to towing or transporting and accept payment by cash, check, credit card or debit card and provide change when appropriate, (4) require twenty-four-hour notice prior to removing a motor vehicle from private property, and (5) prohibit agreements between property owners and wreckers for the surveillance of property for the purpose of towing vehicles.
